Step-by-Step Instructions
  1. Preheat your oven to 350°F (175°C).
  2. In a large mixing bowl, combine ground beef or turkey, garlic, dried herbs, salt, and pepper. Mix well and form small meatballs.
  3. Bake the meatballs for 15-20 minutes until golden brown and cooked through.
  4. Bring salted water to a boil and cook elbow macaroni according to package instructions until al dente, then drain.
  5. In a medium saucepan, melt butter and whisk in flour to form a roux. Gradually add milk or cream, whisking until thickened.
  6. Stir in shredded cheddar cheese until melted and smooth.
