- Preheat your oven to 375°F (190°C) and grease a 9x13-inch baking dish with cooking spray or olive oil.
- In a large skillet, heat 1 tablespoon of olive oil over medium heat. Add the chopped onion and bell pepper (if using) and sauté for 3-4 minutes.
- Add 1 pound of ground beef to the skillet and cook for 5-7 minutes, stirring until browned.
- Drain excess grease, then stir in the taco seasoning and 0.5 cup of water. Simmer for 2-3 minutes.
- Stir in 1 cup of salsa, 1 cup of corn kernels, and 1 cup of drained black beans until well combined.
- Layer 6 tortillas in the baking dish, then spoon in the beef mixture, and top with cheese. Repeat the layers, ending with cheese.
- Cover with aluminum foil and bake for 20 minutes, then uncover and bake for an additional 10-15 minutes.
- Allow the casserole to rest for 10 minutes before serving.
